I always understood how it works, but now I got a name for it.

You don't have to have a meeting.
...it's when you vote for someone, and they vote you back...
...eventually, you will come to a silent agreement...
...or rather: you keep voting for someone, but they never vote you back; you will be less likely to vote for them, over someone, who votes your posts, too.
If you don't join a 'vote circle', you will generate fewer rewards, than someone who does.
Over time, you'll lose the race to more HP; People who v4v will rise to the top.
I know how to prevent (or at least contain) this on Hive, by changing the code back.
